Secretary Hagel has repeatedly proven himself incompetent and unqualified to be Secretary of Defense. He deliberately failed to show leadership during the government shutdown to petition Congress and ensure benefits to fallen soldiers, and now it is clear it was his idea to reduce military retirement Cost Of Living Adjustments.
