Remove Congress's the ability to set its own compensation rates and transfer the responsibility to the individual states

During the current recession Congress has given itself a 5% increase. We must introduce a bill removing from Congress the ability to set their own salary and compensation rates, transferring the setting of all forms of compensation to the individual states making the congressional representatives more responsive to the will of their constituents.
