US is a country of immigrants. These smart people came from all over the world and made this unknown land into most powerful and prosperous country mankind had ever known. With changing times, US should adopt a policy to keep attracting best talents to compete with emerging economies and fast changing global economic environment. The best way could be to abolish country based cap on immigration. Cap if any should be based on skills as per US present requirements. That way US can attract best talents from entire world according to its development needs. Putting restriction based on country will have butterfly effect as it leads to more outsourcing to those countries which have surplus talent, thus more unemployment here, more imports, rival countries becoming more technologically advanced.
