remove criminal records after 15 years of no further crime,allowing for high pay and civil service jobs

i petition a change in our criminal justice system that allows people that have been convicted with a felony when they were nder the age of 21 years old, to have it removed after 15 years of no criminal activity. this would allow for ex felons to obtain jobs in civil service and be able to get high paying jobs. this expungment of records does not apply to records after the age of 21, nor to crimes such as murder, rape, armed robbery, or assult. however it would allow persons with a conviction of auto related thefts, burglery, stolen property,ect to be removed fro their record. under the age of 21 has been scientifically proven that the brain in not fully developed and can cause people to make foolish choices.
