Remove Daily Savings Time as a national observance.

Daylight savings time was proposed to cut back energy consumption during WWI. In today's society, more energy is being used to illuminate the night, rather than energy consumption throughout the day. Regardless of what the clock says, the same energy consumption will be used on a 24 hour cycle. In our current age, the need for Daylight Savings Time is irrelevant.
