Remove the Department of Veterans Affairs as an exempt agency during federal government furlough.

The Department of Veterans is not and should not be considered an "essential agency" and therefore exempt during federal government furlough. Reasoning: the VA primarily provides healthcare, as well as benefits and burial services. Veterans can obtain healthcare services from their community providers (which is the case for ~85% of veterans) or through local ERs or walk in medical clinics.
If the entire DoD can be shutdown, then so can the VA.
