Federal agencies have a historically poor record in employing and promoting Hispanics. Among all groups, Hispanics have the lowest participation rate in the federal workforce except in the military. Due to federal agency preferences for current employees, persons with federal status, limited application timeframes, obscure job announcements, questionable ranking protocols, limited number of interview slots, lack of applicant notification and prolonged hiring processes...there is a gauntlet of discriminatory and unfair barriers facing Hispanics applying as outside applicants for federal jobs.
