Remove the district of columbia from the rest of the United States by merging it into the State of Maryland.

Allow the States to govern themselves as united but seperate entities.
Dissolve the Presidency of the United States and allow Congress and the Supreme Court to moderate differences between the States.
The Speaker of the House will represent the States during international dealings and will be elected to his position by a majority vote by both houses of Congress. The Speaker's role will consist soley of representing the people of all the states during international interactions and to facilitate the debates in Congress. At no time will the Speaker have the power to make any unilateral decisions.
