Remove the dual NFA tax stamp for surpressed short barreled rifles.

Removing the requirements of NFA tax stamps of short barreled rifles (SBR) with surpressors would save time and money. As well as cutting the time spent of federal employees to approve or disapproval of a SBR with a surpressor that brings the length of the barrel to the minimum length of 16 inches. Such as if a law abiding citizen wishes to own a rifle with a 9 inch barrel with a surpressor with a length of 7 inches should only have to register and pay the tax and the background check on one item not two as the case is now.
This will save time and money for both the government and civilians if one background check or investigation is done instead of repeating the process over again on the same day.
