This country claims to be a democracy. Voting in a democracy, only works with majority rules. I understand states with higher populations should receive a larger portion (in proportion) of money, but it makes ZERO sense for a state to have more weight when it comes to elections based on population. How does a persons vote from, i.e., Idaho, not count as much as the person from California?
