Remove the establishment of Congressional districts from the control of the political parties.

Congress is not functioning, mired in gridlock, and cannot perform its duties in serving the American public. One of the main reasons for this situation is the gerrymandering of Congressional districts. In order to ensure that the will of the people is carried out by Congress, the establishment of Congressional district needs to removed from the control of political parties and placed into the hands of an independent body comprised of non-partisan American citizens. Simple criteria should be used:
1. Districts are to be based on a population number only. No demographic information can be used.
2. District boundaries must adhere to county/city/town boundaries to the greatest extent possible.
