Remove ethnic or gender criterion on federal or private scholarships.

Scholarships should not have any ethnic or gender criterion. Scholarships with ethnic qualifications discriminate against other ethnic groups. Also scholarships that have gender qualifications discriminate against the opposite gender. When these scholarships were made they had good intent because many minorities were in poverty stricken regions, and were discriminated against. The changing demographics of our nation have shown that it is not only people in minorities that are in poverty stricken areas. It is not right or fair to give a scholarship to a person of specific ethnicity over someone who is not that specific ethnicity.
