The continued freeze on hiring for administrative positions means that as lower paid workers leave for other jobs, their jobs are unfilled, leaving fewer and fewer administrative workers to support the higher paid workers (who in general are not leaving their jobs as quickly). Allowing administrative positions to be filled will create much needed jobs as well as remove the tremendous stress and burden carried by those remaining in who are currently trying to do the work of 2 or 3 people .
