Chinese Chengguan is an illegal organization in China which is created not by law. They curse people they beat people and sometimes they beat people to a very badly injury or even to death. Most of time they force some people who's just walking on the street to pay them some money as forfeit, and if you don't, they'll beat you, I mean, 4 or 5 guys or even more beat only one people who's innocent for no reason but just for money. In Wuhan City Hubei Province, Chengguan is way worse than most of other cities'. They forced me, for instance, to pay them sharp RMB50.00 as forfeit for I threw something on the street, I asked them don't do this if I pick up that thing on the ground, they said no and starting to curse & beat me like hell, they got 6 guys or more, I was only one standing there.
