Adoption and Safe Families Act of 1997 P.L. 105-89 provides incentives (bonuses) to child welfare agencies for adopting children out quickly. The problem is that with this incentive, agencies are working more for the incentives than they are the children. They are removing children from homes with the intention of adopting them out to receive the incentive that is offered by the Adoption and Safe Families Act of 1997 P.L. 105-89. These agencies should be doing their jobs on a regular basis and should not have to be bribed to do them the way that they should. By removing this incentive from Adoption and Safe Families Act of 1997 P.L. 105-89, agencies can return to removing children from legitimate unsafe conditions without the added kickbacks and bonuses to cloud their judgement.
