Remove incentives to spend every dollar in the federal budget

The current "use it or lose it” budgeting process throughout the federal government likely wastes 20% of budget by encouraging managers and procurement officials to spending funding when not needed, especially in the months right before the funding expires (e.g. Jul-Sept), rather than encouraging managers and procurement officials to save the money until it is really needed. Recommend in the next budget to Congress:

1. Remove Fiscal Year expiration of funding, allowing managers to spend money when needed
2. Require financial audits similar (e.g. GAAP) to those required by private corporations, including publishing on internet transaction data as public record.
3. Strengthen whistleblower protections to cover this type of wasteful spending, including protections to Contractors.
