It been well established that you shouldn't be able to label a whole group of people who like the same music or band as "Gang members". Of course among every group there will be the bad apple that tries to spoil the whole bunch. But statisticly speaking. Gang Members are as easily listening to JayZ, T.I., or whatever underground artist they feel like, as they would be ICP or anyone of Psychopathic Records label.
I feel this labeling of Fans (As that is what Juggalos are in the most basic form of the word) is a Flat out, and Blatant example of over reach, if not a stomp on our amendaments and civil liberties. Especially those in acordance with the 1st amendment at the very least.
