Remove liability risk from all ER physicians and ER facility to reduce unnecessary admissions to hospitals to save cost

I am a Hospitalist physician, in my daily work in the inpatient site , admitting patients to the hospital, ER physicians usually decide to admit unexceptionally a large number of patients for the sake of reducing their liability and protect them self. This maybe 80 percent of the time . With my petition health care cost will be reduced possibly by 50 % from total cost of health care. This petition is valid if the ER send patients back to their primary care and get them treated as outpatient by their PCP in 24 to 48 hours, upon a confirmed appointment. This petition will reduce cost by treating illnesses in the outpatient rather very highly costly and unnecessary inpatient care without compromising patient access to health care but making them have a permanent and complete health care.
