Remove loopholes in Copyright Law

We the People hereby use the power granted to Us in The Constitution to directly propose Amendments to Copyright Law thereby bypassing the corrupt Legislative branch. We want the following changes to occur.
1. reduce copyright Terms to 50 years. No extensions. No exceptions.
2. All Copyrighted Material over 50 years old as of January 2012 is in public domain.
3. Using Digital Rights management Software on public domain material is unlawful and therefore criminalized.
4. Companies who are found to have falsely issued DMCA take-down Requests are liable for all of the defendant's legal expenses for that case.
5. Fines for commercial violations of Intellectual property rights can be no more than $10000 plus the retail value of the items "stolen"
