Remove Marijuana from the list of Schedule 1 narcotics

Marijuana has been listed as schedule 1 narcotic since the inception of the Controlled substances act. Some of the requirements to be classified as such are: The substance must be shown to have no medicinal value. The substance must be shown to have a high risk of fatal overdosage. The substance must be shown to be highly addictive.
Of course, marijuana does not have any of these attributes.
