Remove marijuana from the Schedule 1 drug classification and grant clemency to jailed marijuana felons.

Since the majority of Americans agree that marijuana is a beneficial medical substance and is legal in some form in 20 States it should no longer be a Schedule 1 classification and must immediately reclassified on the Controlled Substances Act list to a Schedule V by the Attorney General of the United States. This in turn leads to the clemency of all incarcerated marijuana felons who must be released immediately by Order of the President of the United States. The financial costs of warehousing convicted marijuana felons with violent criminals can not be sustained by the States or Federal governments. Therefore cannabis in all its forms must be decriminalized by the Congress thus removing the costs of regulation by the Drug Enforcement Administration and the Food and Drug Administration.
