Eliminate Section 13(b)(1), the Motor Carrier Exemption under the Fair Labor Standards Act. Its original intent - to allow the Secretary of Transportation to determine safe Hours of Service - has been distorted and led unwittingly to a situation where truck drivers are not compensated fairly for the time they spend waiting to pick up or deliver a load.
