Remove the name of J. Edgar Hoover from all Federal Buildings and replace with the names of civil libertarians

J. Edgar Hoover was a bully who illegally abused his powers and blackmailed Americans with illegally and unconstitutionally obtained information. He formalized and promoted Cointelpro which was found by the Church Committee (Sen. Frank Church) to have repeatedly abuse the law and undermine democracy. Hoover amassed and abused power by obtaining, via illegal methods, mass amounts of embarrassing information on many powerful people, especially politicians. Today, his successors are undoubtedly doing the same and democracy has been greatly undermined as a result. Wiping this crook's name from federal buildings would discourage law enforcement officials from breaking the law.
