Civil Rights - The Office of Management and Budget established five racial category standards and uses to collect ethnic/racial date each year in the NSLP - the racial category for Black or African Americans states the term 'Negro' is an appropriate to use when it is not; it is offensive and takes people back to an era of segregation. Please remove from legislation/regulations and revise Management Bulletin 01-902 (9/2001) that states as such. Note: it was removed from US Army Section 6-2/AR 600-20 regulations and should not be used at all,
