Remove non-violent prisoners from our prisons

Far too few violent prisoners are serving out their full sentences simply because our prisons are too full of non-violent prisoners who pose no threat to the safety of others. Not only this, but more money is spent and more benefits provided to the average prisoner than to the average public school student. We therefore ask that sentences for non-violent prisoners no longer include prison time. However, should the offender cause harm or death to another, directly or indirectly, intentionally or not, they shall be considered violent. Furthermore, should the offender be a repeated offender, then short prison sentences may be merited. If the offender does not fall into either of the aforementioned categories, then they should not serve prison time deserved more by violent offenders than they.
