The president shall present His / Her budget prior to December 31st of the current calendar year. Neither the President nor any member of Congress may leave, go home, or be absent until such budget is delivered to the Speaker of the House. Should the debt ceiling be reached and not resolved prior to execution of this article a motion to change the debt ceiling shall be due concurrently. First legislative action of the New Year shall be the budget and debt ceiling. The only exception shall be acts of war or national disaster. No motion to postpone or delay except the afore mentioned shall be allowed. Congress shall work seven days a week until both houses have approved the final bill / bills ready for the President's approval / veto. Congress shall not adjourn until signed.
