Remove passport bans against fathers that owe child support

Don't take away a fathers human right when he has not commited any crime and owes arrears due to the child's mother getting on welfare instead of getting a job, the state collects that money from the father and says its child support. It is not the fathers fault the mother don't want to work like every other human being. as outlined in the United nations universal decleration of human rights adopted by the un in 1948 according to article 13 section 2 Everyone has the right to leave any country, including his own, and to return to his country.
