remove penalties and interest rates on student loans and tuitions; students can make what ever payments they can afford

I basically work full time, but after rent and food expenses I'm left with very little, I am sure there are other students or graduates going through what I'm going through. After my living expenses I'm left with about $60-$100 and the banks want a minimum payment of $200. I want the Obama administration to create some way of allowing students to make any payment they can even if its under the minimum payment without any extra penalty fees and interests
