Remove penalties for early withdrawal from IRA, and other retirement accounts due to lack of cost of living pay raises.

For those of us who are not receiving regular cost of living raises in pay, and are forced to make early withdrawals from our IRA and other retirement savings to make ends meet; We ask that their be NO penalties for these necessary, and desparate actions.
