The Federal Government often overlaps a Citizen's State Criminal Record [often for life, while a State expires it after 5-8 years], preventing a "kid" who:
-Stole a candy bar from a store at 18 to get a job at 25.
-Got in a fight with a girlfriend at 18 to buy a firearm at 40.
-Got busted for a small amount of Marijuana at 18 from obtaining a Concealed Weapons Permit at 68. - as examples.
Aside from serious criminal offenses (Murder 1, Treason, etc...) ALL permanent records should be erased - permanently - from the Federal database and allow the States to Govern their own laws with no caveats at a Federal Level.
An 18 year old man named Joe Smith is not the same Joe Smith at 30.
Erase all records that don't involve 10+ years in Federal Prison after ~8 years.
