Under Md Law, any person can walk into a local county commissioners office and make a statement against another person. whether the statement be true or false the statement will generate an arrest warrant. The person arrested would then have to "fight" their way out of the arrest including i.e. loss of job, income etc. Also if the person arrested does not have the money to fight it, they could wind up jailed for long periods of time until the state completes its investigation which could take months.

This does NOT apply to politicians which have more civil rights than the average citizen...
