Remove Presidential Power to Launch WMD's

The power of WMD's should never be in the hands of just one man. Pass in to law a 28th amendment that removes the President's power of using WMD's. Create a committee that must vote on such matters. As an amendment that deals with executive powers, it would not require states to take the time to ratify it. The 26th amendment took only 13 days to pass in both the senate and the house. The 26th amendment had to be ratified by the states and it still only took 3 months and 8 days. There are some Americans who have a palpable fear for their safety and limits to presidential powers would ease certain tensions, particularly before the upcoming inauguration.
