Remove program 1033, which gives unused military equipment to police departments across the United States

Disable program 1033, which donates unused military equipment to police department across the United States. Also, confiscate every piece of donated equipment given to ALL police departments since 1996, since the police departments have forgotten that their role is to protect and serve, not shoot to kill unarmed citizens.
