By removing the protections of sovereign immunity from local, state and federal law enforcement agencies, it will force these agencies to do 3 things. 1: They will need to have a more thorough screening process when hiring new employees. 2: They will be forced to bring their training regimens up to date and make sure their officers know the laws as well as knowing the constitutional rights of the citizens they serve and protect so they only enforce laws as meant to be enforced and don't infringe on anyone's constitutional rights. 3: Discipline for officers who violate the rights of the people or fail to properly enforce laws will be swifter and more severe, deterring other officers from committing the same offense. Also, officers fired for disciplinary reasons won't be hired elsewhere.
