HRS CH. 17 286-85 refers to the Reconstruction Law regarding vehicles that have been reconstructed, (I.E. lifted, lowered and or vehicles that have modifications to them).
The reason for wanting this law removed from Hawaii, is that the law requires the individual to retain receipts for any and all modifications made to the vehicle in question.
For many Hawaii residents this is not possible when buying from a private dealer or another individual because of the simple fact that some people do not keep receipts or records of modifications made to the vehicle in question. This is due to the fact that many of the modifications have and were made prior to the law coming into place.
Furthermore, the state of Hawaii, is charging residents to get inspected just to drive on the road!
