Remove Rep House cap and change ratio to 1:1 or close to it

The only constitutional rule relating to the size of the House says: "The Number of Representatives shall not exceed one for every thirty Thousand."

A direct vote would be a 1:1 ratio and remove the need for elections. Alternatively, you could lower this ratio to a management level and still remove elections by implementing a census based election lottery. The only issue with lowering this ratio is that those that get a vote in the House would need to be held responsible and accountable for their vote.
