Rep. Lamar Smith, in proposing the Draft Bill "The High Quality Research Act of 2013" has demonstrated that he is scientifically illiterate and unqualified to be on this committee. By replacing peer-reviews and overlapping research with something that is entirely non-scientific, he undermines the entire point of research that would be applying for grants from the National Science Foundation.
