Remove the requirment for Firearms manufactures to register with ITAR if they do not engage in exporting activities.

The State Department requires all Federally Licenses Firearms manufacturers to register with the International Traffic in Arms Regulations (ITAR) at $2250.00/yr.

Purpose of ITAR: "Companies that manufacture and/or export defense items, services and technologies must comply with specific export regulations designed to control the spread of military technology and capacities to certain designated countries or groups."

In section 122.1(a) of the ITAR regulations, it also says "Manufacturers who do not engage in exporting must nevertheless register." This means that anyone who performs gunsmithing, ammunition reloading for resale, or small manufacturing has to pay ITAR $2250.00/yr.

We need to remove this requirement for non exporting manufactures.
