Remove the restriction on drawing social security and a government retirement, if you have paid into both

If you are a government worker and you pay into the CSRS retirement system, plus, you have worked a second job for say 20 - 25 years simultaneous, and also paid into social security, you should be able to draw both at the maximum amount and not be penalized. When working a second job, you still pay your share of social security, plus your employer pays their portion. It is unfair to have to pay into social security than only allowed to draw about $150.00 a month because of the windfall tax. Military retirees can draw two government retirements, one for their military service and another one from work in civil service. It should be the same for civilian government workers, who also work in the private sector and pay into social security.
