Remove Section 604 of S. 2349 of the FY17 NDAA which is proposing cuts to dual military BAH

In the first session of the 114thCongress, meaning 2015, an idea was introduced to "reform" BAH. Now in the 114th's second session, it has resurfaced with a similar plan that forces all members living together to divide their BAH by the number of service members residing together - so everyone takes a cut together.

I am appalled at even the suggestion of reducing the compensation package of our military members, and that's exactly what's proposed in Section 604 of S. 2349, the FY17 NDAA. Basic Allowance for Housing (BAH) is earned by each member of the military individually, that's why the amount is a function of rank. This provision directly punishes those who choose to live frugally- below their means, and needs to be immediately removed.
