Remove tax breaks for telecommunications companies/require that they use the them to expand our network infrastructure.

Telecommunications companies were originally given tax breaks in order to expand our telephone infrastructure, and later were required to have an hour of news. However this is no longer required and the tax breaks still occur. I suggest we require these companies to greatly increase our networking infrastructure as to not be left behind in an industry that grows more important and that we begin to rely on even more everyday. Otherwise remove their tax exempt status.
