Tom Wheeler is a prime example of agency capture he is a former lobbyer a pro-business group that counts AT&T, Verizon, Comcast, and Time Warner Cable among its members he's appointment as chairman of the FCC means that he's in charge of regulating the very companies he's lobbied for in the past. this provides a conflict of interest he can either do the job he was appointed to do or he can further the agenda of the corporate giants he's lobbied for.
Tom wheelers actions so far on net neutrality prove that he cares very little about public opinion. even though the majority of the public disagree with the FCC new net neutrality laws which allow corporations such as Comcast to "extort" websites faster for internet speed.
