Riders are additional legislation in bills, they are supposed to have at least a minor connection to the main bill, but usually they have nothing to do with the bill. Riders are generally added to a bill to get controversial items passed within a bill that they know won't be vetoed (2015 budget bill), or very controversial riders will be added to a bill just so it won't be passed. These tactics in bill legislation slow the progress of our country by making into law useless and controversial items, or denying useful bills from being passed that could further our nation. Every item needs to be voted on independently, or the supreme court needs to overturn the 1996 ruling for line item vetoes for the president because it is not unconstitutional if states can do it.
