Remove the VA from under the DOD budget to avoid any cuts to our Veteran's benefits,give them a stand alone budget

Remove the VA from under the DOD budget so that when military cuts are implemented they will not effect veterans benefits.Also the DOD is not equipped to issue veterans benefits because that is not the purpose of the DOD. No longer will the DOD be able to use the VA as a tool to increase funding for defense.Place VA under HHS or a similar agency to insure veterans receive the benefits in a timely manor. We owe this to our men and women who served this country.
