Every year, 55000 new immigrant visas are awarded to people abroad who don't necessarily have family ties in USA.
I know many US citizens who have family abroad that are not citizens or cannot be filed because of age limit. If this 55 thousand visas for lottery will be transferred to family visas this will provide reunification of families. It is very hard to work and live in a country while you are thinking of your loved ones abroad.
