The conflict between the Republic of China, under the leadership of the Kuomintang and the People's Republic of China, under the leadership of the Communist party has never technically ended and no agreement between the two factions has been made. The legitimate government of the Republic of China, who legally overthrew the preceding imperial government, is still the technical ruling government in an ongoing civil war. If they were the ruling government when the civil war began and if no agreement or surrender has been made, then they are still technically the official government. To do other than recognize the Republic of China as the ruling government of China is to say that all one has to do is to currently have the upper hand in a conflict to be considered the new official power.
