Both Vietnamese and American governments have been taking too long on the reopen adoption process for the Vietnamese orphans. It primarily hurts those orphans who are waiting to be adopted at younger age. We as American parents who are waiting for this new policy from both governments asking for immediate negotiation and resolutions.
