Reorganize the American Space Program, separating it from NASA and putting all funding with states overseeing it

Each state of the United States should have a paid and appointed position in the State's Governors Cabnet that will oversee all state level space inthusism and non-private development.

Each of the state's Space Program Chairman will sit in a National Committee that will have direct oversite of our space program.

The President of the United states shall appoint a National Space Council Chairman and Each Legislature House will appoint members of their houses to round out the council.

The council will set the required funding level and the Federal Government and the Various States will raise the funds as part of their standard taxes

This is so that no further interferrence by any governments will derail our space programs as has currently been done.
