The LGBT community has paid, and continues to pay taxes for lesser rights on a State and Federal Level. Reparations will be paid to those citizens who are denied equal civil rights including the rights afforded to married couples. States that do not offer Same Sex Marriage or Civil unions that do not provide the same equal rights afforded to heterosexuals a lesser taxation will be imposed on those individuals at a state and federal level. Reparations for past taxes paid will be paid out that will not be taxable income. Until such time that Federal Benefits are equal nationwide the lesser tax will be afforded to all individuals that identify as homosexual at a Federal level. States will vote to allow or restrict rights, but will be held to lower taxes for these citizens.
