REPARATIONS TO DESCENDANTS OF AFRICAN AMERICAN SLAVES AND TO AFRICAN AMERICAN VICTIMS OF SYSTEMIC RACISM

Congress will make a formal apology to African Americans and to their ancestors, in behalf of U.S. federal, state and local governments, for facilitating wrongful captivity, enslavement and abuse of Africans and their African American offspring by force of lethal weapons. The United States of America will fund seven regional FDIC insured banks to be established and named "AFRO AMERICANA BANK- The North American Memorial Bank for African American Reparations", which will train and employ African Americans in administration of DATABANKS that serve as Archives and Records Management Systems to document persons having received Reparations compensation from the United States , and such banks will serve as depositories/distributors of financial settlements and regional Land and Lottery Reve
